Current Government policy on climate change mitigation in existing buildings is that the only thing that matters is insulation. This theoretical and oversimplified approach is damaging because it leads to numerous malign consequences for existing buildings, especially heritage buildings, and their owners. For example, it promotes plastic windows despite their high financial and carbon costs and short lives. The CLA response to this DECC and CLG consultation stresses the need for a fundamental rethink of policy and of assessment methodologies, so that Energy Performance Certificates and the proposed Green Deal Scheme no longer fall into this trap.
