Help Shape Wales’s Visitor Accommodation Register

Survey open until 18 July 2025

CLA Cymru has been approached by the Wales Revenue Authority (WRA) to help shape the new national visitor accommodation register – and they want to hear directly from rural providers.

The register is part of the upcoming Visitor Accommodation (Register and Levy) Etc. (Wales) Bill, which is expected to pass through the Senedd this summer. While the Bill focuses on both registration and the proposed visitor levy, it is the universal requirement to register that will apply to all accommodation providers across Wales – whether or not a levy is introduced in their local area.

The WRA is now building the system that will underpin this legislation, and CLA Cymru has been invited to ensure the rural sector is actively involved.

Who will need to register?

Once the Bill passes, the following providers will be required to register with the new national scheme:

  • Holiday lets and homestays (e.g. Airbnb)
  • Hotels, guesthouses and B&Bs
  • Hostels and bunkhouses
  • Campsites and pitches
  • Caravans, chalets and lodges
  • Short-term accommodation linked to events – even one-night stays

This registration requirement will apply to all providers, regardless of scale or type of accommodation.

Have your say – take the WRA survey

To help shape the design and delivery of the register, the WRA has issued a short 13-question survey. It is anonymous and will take just a few minutes to complete.

We are urging all CLA members with a stake in visitor accommodation to share their views. Your input will help ensure the register is workable, proportionate, and reflects the real challenges facing rural operators.

Deadline: Friday 18 July 2025
