Welsh Government’s supplementary budget ignores rural priorities, says CLA Cymru

Despite mounting pressure on Wales’ rural economy, the latest government plans fail to deliver targeted support for farming, land management and countryside businesses

CLA Cymru has expressed disappointment at Welsh Government’s First Supplementary Budget for 2026-27, which fails to deliver meaningful support for Wales’ rural economy and communities ahead of the crucial Senedd debate on 14 July.

The £294m package prioritises NHS waiting times, childcare expansion and school repairs, but offers no new targeted investment in agriculture, the Sustainable Farming Scheme (SFS), rural infrastructure or the diversified businesses that form the backbone of rural Wales. This comes despite ongoing pressures from policy changes, rising costs and the need for a vibrant countryside economy.

Fraser McAuley, Senior Policy Adviser at CLA Cymru, says:

“Rural Wales generates significant value for the whole nation, yet it appears overlooked in this supplementary budget.

“While we acknowledge and welcome investments in health and education that can benefit rural communities indirectly, the absence of support for farming, land management and rural businesses is a serious omission.

“Landowners and rural businesses are key to delivering environmental outcomes, food security and economic growth. We cannot do so without adequate recognition and resources.

The Welsh Government must recognise that a thriving countryside is not a luxury but an essential part of Wales’ future

Fraser McAuley, CLA Cymru Senior Policy Adviser

“We urge all Senedd Members to consider amendments or commitments that address rural needs before the vote on 14 July. CLA Cymru stands ready to work constructively with ministers to ensure future budgets deliver a balanced approach that supports sustainable rural development.”

CLA Cymru stands for more than 3,000 members across Wales, representing 11m acres, and we work tirelessly to protect and shape the future of Wales’ rural landscape. From Welsh agriculture and the regeneration of the rural economy to improving the Welsh planning system, CLA Cymru engages with members at the Senedd and at Westminster to help shape policy.
