CLA Cymru welcomes Welsh Government consultation on undergrounding-first policy for new electricity lines

CLA Cymru has welcomed Welsh Government’s consultation on a new undergrounding-first planning policy for new 11–132 kV electricity lines, describing it as a positive step that recognises the impact of infrastructure on rural businesses and the agricultural sector.
Fields pylons electricity
Welsh Government committed to ending use of large steel lattice pylons for devolved electricity lines.

The consultation, launched on 23 October 2026, seeks views on implementing a policy that prioritises underground cables for new electricity lines in this voltage range, ending the use of large steel lattice pylons. Overhead alternatives would only be permitted where specific planning tests are met and would use less intrusive options such as low wooden poles.

Responding to the announcement:

CLA Cymru welcomes Welsh Government’s consultation on an undergrounding-first policy for new 11–132 kV electricity lines. It’s good that the view of agriculture is being heard and that Welsh government is thinking seriously about how to reduce the negative impact of infrastructure on rural businesses.

Mark Burton, Policy Adviser, CLA Cymru

However, the physical design of the infrastructure is just one matter that needs consideration. In Wales, there are still serious issues with how pylon developers engage with the farming sector and the manner in which they use their powers. Good infrastructure design must begin with constructive dialogue and this requires a drive towards better behaviour from the infrastructure sector. This must begin with better protections for farmers against poor practice. CLA Cymru will engage fully with the consultation to help ensure the final policy works for both the energy transition and the people who live and work on the land.

Mark concluded.

The consultation closes on 15 January 2027 and be viewed online.
