Heritage partnership agreements - Welsh Government consultation

This was a consultation on guidance on new statutory Heritage Partnership Agreements (HPAs). These voluntary agreements between owners and the local planning authority can allow the parties to agree on what is of heritage importance and what is not, or agree specific management regimes. They can also grant listed building consent (LBC) and/or scheduled monument consent (SMC).

This CLA response continues to support HPAs in principle, but is sceptical as to how extensively they will be used in practice, and makes some comments, especially on the duration of HPAs.
