The Penfold Review and forthcoming heritage legislation

The Government's autumn 2011 Penfold Review implementation report contains a number of proposals for heritage legislation.  These could in particular significantly improve the listed building consent system.

This CLA initial draft response looks at how these proposals could be implemented.  DCMS and English Heritage have said that there will be formal public consultations on specific proposals in due course.
