Digital Economy Bill (September 2016)

Ahead of the second reading of the Digital Economy Bill today (13 September), the CLA has sent a briefing to MPs calling on them to support rural businesses by:

  • supporting the introduction of a Universal Service Obligation for broadband
  • extending this commitment and ambition to deliver universal coverage for mobile users across all areas of the UK
  • ensuring reform of the Electronic Communications Code will increase roll out of mobile coverage to rural areas

CLA call for Chancellor to reform compulsory purchase in Budget speech

The CLA  has written to George Osborne as part of its long-running campaign for reforming the law on compulsory purchase. The letter comes in response to a speech made by the Chancellor in January stating his intention to consult on reforms to the make the compulsory purchase system clearer, fairer and faster.

The President has called on the Chancellor to include in the consultation measures to ensure advance payments of compensation are made with more generous rates of interest on any late payments of compensation as well as fairer rules on Capital Gains and Inheritance Tax in relation to compulsory purchase.

CLA Urges Minister to Continue Support for Dual Use

The CLA has written to Environment Secretary Liz Truss to emphasise the importance of continuing support for farmers and landowners to help deliver their farming and environmental work.

Dual Use is where a farmer claims the Basic Payment Scheme (BPS) and another party claims an agri-environment scheme on the same parcel of land at the same time, which is allowed under the current rules. Defra is considering discontinuing Dual Use under the new Countryside Stewardship Scheme (CSS).

Letter to Anne McIntosh

Deputy President Ross Murray has written to the Chair of the Environment, Food and Rural Affairs Select Committee to ask the Committee to conduct a short inquiry into the issue of tax relief for those who invest in flood defences.

The CLA has sent round to MPs a briefing on Nick Herbert’s amendments to the Infrastructure Bill on fracking and ensuring compensation for landowners.

Compulsory Purchase Rates of Interest

CLA President Henry Robinson has written to the Secretary of State for Transport to challenge why HS2 Ltd despite requiring interest on late payments of rent from tenants of the properties they own are refusing to pay any interest of late payments of compensation to landowners.

Capital Gains Tax

A group of MPs have written to the Treasury Minister David Gauke backing the CLA's call for reform to Capital Gains Tax Relief in relation to compulsory purchase.
