The Control of Horses (Wales) Act in 2014, and in England the introduction of the Control of Horses Act 2015 have brought about significant changes in the law dealing with fly-grazing. Both Acts allow for tighter controls on the grazing of horses without the occupier’s permission (fly-grazing). This guidance was prepared in conjunction with Redwings Horse Sanctuary.
