This is a new briefing note for members on the Minimum Energy Efficiency Standards (MEES). These are the regulations that will make it illegal to let out a private rented property which has an Energy Performance Certificate (EPC) rating of F or G to a new tenant from 1 April 2018 and to an existing tenant from 1 April 2020. As members may be aware these regulations are currently being reviewed by Government. This document explains why the regulations are being reviewed and what changes are being proposed, outlines what the exemptions are from the regulations, which properties will have to comply and the penalties for not doing so.
Given there are important changes happening to these regulations which have not been confirmed yet, we are advising members to await confirmation of the changes before attempting to comply. We will be issuing new advice when the changes to the regulations have been confirmed.
In addition to reviewing the MEES regulations, Government is currently consulting on changes to the EPC methodology. Members may find their EPC ratings improve if they carry out a new EPC assessment after the changes have come into effect. The CLA will publicise when these changes are introduced.
