GN17-11 "Dual Use" - Two farmers claiming different schemes on one piece of land
Dual use is where two farmers can legitimately claim grants under different schemes on the same piece of land. For example farmer 1 claiming the Single Payment Scheme (SPS) and farmer 2 claiming an Environmental Stewardship (ES) scheme. The European Commission has raised concerns with DEFRA and the Rural Payments Agency (RPA) regarding the validity of "dual use". As a result new checks are being implemented in 2011 whereby the RPA will write to 1145 farmers to ask them to provide evidence that they have sufficient control to deliver their scheme requirements. This guidance note provides CLA members with information about the "dual use" check and details the information they need to send to the RPA should they be written to as part of these checks.
