CLA15 - Minerals and Waste Guidelines Continuing development creates a constant demand for minerals, especially rock, sand and gravel. Whilst the guidance in this handbook concentrates on construction aggregates, it also covers other minerals, including coal, oil and gas, gold and silver. The main hurdle for owners of mineral rights is the planning consent to exploit them, which can be complex and time-consuming. This handbook gives guidance on all legal and taxation aspects, explaining the differences between various agreements, such as leases, licences and options, and suggesting clauses that should be included. Once you have dug your hole, you can then fill it in again, but waste disposal (landfill) carries significant environmental risks and potential legal liability. There is a separate chapter on this topic. After-use need not be confined to agriculture or forestry; nature conservation, recreation such as water sports or even development may be appropriate. The extraction of aggregates may even be enabling development; for example, the Eton College Rowing Lake , a national resource and a proposed venue for the 2012 Olympics, was constructed by means of gravel extraction.
