The Implementation of the Nitrates Directive in England 2013-2016The Nitrate Directive is intended to reduce water pollution caused by nitrates from agricultural sources. Government is required to review the implementation of it every four years. This recent consultation looked at the issue again of whether to continue with discrete designation of NVZs in England (a separate consultation was carried in Wales) or take up the option of designating all of England as a single NVZ and then consider changes to the Action Programme. The CLA response sets out our opposition to whole territory designation and many of the proposed changes to the Action Programme because there has not been sufficient time to realise the benefits from the last changes. We have specific issue with the time allocated for information gathering, as this is too short and the obvious impact this has for a short window of 28 days for the appeal window. We set out our concerns regarding the revision of the Silage, Slurry and Agricultural Fuel Oil) Regulations (SSAFO regs) and the extra costs this will result in. |
