The Review of the Heather and Grass etc. (Burning) Regulations 1986 and the Heather and Grass Burning Code 1994 in England The review takes place in the context of public debate about the condition of Sites of Special Scientific Interest ('SSSIs') and the risks of burning, which are reported by English Nature as threatening the achievement of Public Service Agreement (PSA) Target 3 (Objective 1, ii).
It is because of the habitat produced by controlled burning that 60% of moorlands in England have been designated as Sites of Special Scientific Interest, Special Protection Areas or Special Areas of Conservation. We believe that the knowledge, experience and practical management of the burning operator, and the support and funding of the landowner are fundamental in enabling the government to reach their targets.
