Defra's consultation on proposed and possible measures for implementation of cross compliance in England Cross compliance is the name of the measures that will be attached to the receipt of the Single Farm Payment from 2005 and will be directly relevant to the majority of land managers. The measures fall into two categories; Statutory Management Requirements, which relate to a range of EU standards, and Good Agricultural and Environmental Condition which includes measures for the management of soils, protection of permanent pasture, retention of landscape features and minimum levels of land management. In our response we have stated that cross compliance should be clear, practical, not detract the attention of land managers from the opportunities of de-coupling and the new agri-environment schemes, not include measures which should be agri-environment options and not exceed the scope of the EU Regulation.
