Government has Missed the Points On Sustainable Energy – says CLA

Government has Missed the Points On Sustainable Energy – says CLA Rural economy experts at the CLA say the government has failed to understand the need for effective action to promote the use of renewable energy.

The comments come in the week that the Prime Minister, Gordon Brown, announced plans to put Britain at the forefront of the climate change debate.

"How can the Government claim a leadership role in this debate when our carbon emissions are on an upward trend, and advice on reforms to the energy regulator, Ofgem, remains ignored," said CLA President, Henry Aubrey-Fletcher.

The CLA, he said, had welcomed Defra support for biomass energy - in particular the proposal to double the support for generating electricity from biogas - but warned that: "This support will be worthless if CLA members are held to ransom over the costs of securing electricity connections."

Following consultation with CLA and others, the Sustainable Development Commission, published its critical review of Ofgem: "Lost in Transmission", in September.

"In spite of repeated requests by CLA, we're still waiting - the Government has yet to respond to this review," said the CLA President. 

"Without an expansion of Ofgem's primary duty to include carbon, we will not see cheaper and easier grid connections for energy produced from renewable sources, or the other welcome proposals made by SDC for transmission arrangements for smaller generators and a greenhouse gas incentive package in Price Control Reviews".

"We are working with colleagues in the Parliamentary Renewable and Sustainable Energy Group to drive this forward and I will be meeting the Energy Minister, Malcolm Wicks MP, next week when I will be seeking a commitment from Government to change Ofgem. This could be done in the Energy Bill and I will be asking the minister for an assurance that he will take forward the Commission's proposals to extend Ofgem's responsibilities beyond cheap electricity to carbon saving as well," said Aubrey Fletcher.
