Sustainable development: sustainable for whom? asks CLA As the Government announces its overarching planning policy (PPS1) aimed at delivering sustainable development, the Country Land & Business Association (CLA) questions who is going to pay for the environmental and social goods if not enough priority is placed on stimulating a strong economy.
Mark Hudson, CLA President said, "It is the economy that creates jobs and investment opportunities that ultimately funds the environmental and social needs. To believe otherwise is naïve. That is why we are disappointed to see another Government document hoping to create the reverse: economic development automatically flowing from environmental regulation. Stimulating economic development and investing in infrastructure are expensive and long-term activities but they will yield real sustainability."The new policy, 'Policy Planning Statement 1: Delivering Sustainable Development', was published by the Office of the Deputy Prime Minister. Whilst the CLA questions the viability of the focus on environmental considerations, the policy statement contains welcome recognition of the need to promote social cohesion in rural areas; of the necessary reliance on the car in rural areas; and of the need to promote renewable resources through the development of renewable energy. Mark Hudson continued, "The Government talks of the need for a balance of considerations to create sustainable development and we agree...but with regards to PPS1 the dice appears weighted in favour of popular environmental issues. Without proper support for a thriving economy which in turn will support environmental and social considerations, sustainable development simply becomes unattainable development." 2 February 2005 |
