CLA calls for Government to ‘completely rethink’ planning policy statement The CLA today (9 June) called on the new Government to completely rethink the draft planning policy statement (PPS) for the Natural and Healthy Environment proposed by the old administration. CLA President William Worsley said: "The draft PPS shows a complete lack of appreciation for the needs of the rural economy. It is supposed to simplify planning policy in line with Government policy but in fact makes it more complicated. It will lead to confusion and re-interpretation at local level to the detriment of agriculture and other rural businesses.
"For a planning policy centred on the countryside, it is very disappointing that 'agriculture', which covers 70 percent of the UK land surface, has just one mention.
"The draft policy makes no attempt to recognise that the countryside we see today is the result of successive generations of landowners and land managers working and shaping their land over hundreds of years. It also does not even acknowledge that the natural environment is actively managed by landowners and land managers."
The CLA President added: "This PPS also appears to renege on a commitment made during the passage of the Marine and Coastal Access Bill that coastal access would not interfere with a landowner's ability to develop or change the use of land in the designated area.
"This draft PPS clearly proposes that the designation could impinge on a landowner's ability to develop business. We urge the new Government to uphold the commitments they helped secure during the passage of the Marine and Coastal Access Bill."
