CLA welcomes firm Government commitment to Heritage Protection reformThe CLA is disappointed that the Heritage Protection Bill was left out of the Queen's Speech but has welcomed the news that the Government remains committed to Heritage Protection reform. CLA President Henry Aubrey-Fletcher said: "It is frustrating that the Bill has been postponed. But it is only a small part of the long-running Heritage Protection Review, most of which can be implemented without legislation.
"We welcome the Government's explicit commitments to the continuation of the process, and especially to having ready for consultation before Easter 2009 the new Planning Policy Statement for heritage, promised in the summer after lobbying by the CLA and others."
A statement from Andy Burnham, Secretary of State for Culture Media and Sport, confirms that "the Government remains committed to the legislation...the Bill is...[ready] for introduction at the earliest opportunity".
CLA Heritage Adviser Jonathan Thompson added: "We will continue to press for the Bill to be introduced because key advances like new rights of consultation and appeal for owners depend on it.
"But other parts of the Heritage Protection Review are actually more important than the Bill itself. A good new Planning Policy Statement would have a beneficial effect on actual decisions on the ground, as would new English Heritage guidance and training in many areas, provided it is based on English Heritage's sensible and pragmatic policy of "Constructive Conservation", in which everyone works together to give heritage a viable future.
"We therefore welcome the explicit commitments made by DCMS and English Heritage to press ahead with all of these. We will be looking to work closely with English Heritage, and we will keep a careful eye on progress and on the detail."
