EU decision means no excuse for UK Government not to save buildings ECOFIN's decision to allow EU member states to adopt permanently reduced VAT rates on certain services, including the repair and maintenance of domestic buildings, is a move the CLA has been calling for. ECOFIN, a monthly meeting of member states' economic and finance ministers, met yesterday to discuss VAT rates.
CLA President Henry Aubrey-Fletcher said: "We now need to persuade the UK Government to take advantage of this concession, which would encourage repair work to all domestic buildings, not least to heritage buildings, which is has been strongly discouraged by VAT at 17.5 percent or 15 percent.
"The decision allows the UK Government to cut VAT rates, and is a significant step towards getting a five percent VAT rate for domestic building repair in the UK.
"The CLA has been working actively to secure this with the UK Cut-the-VAT Coalition, of which we are a member."
The CLA President added: "Arguments for the change will also be based on the creation and retention of jobs in the construction industry, badly hit by the recession, and the positive knock-on effects of this for the Government in tax revenue and benefit expenditure, as happened when this was tried in the Isle of Man.
"An increased volume of repair work and a decline in the black economy are not only desirable in themselves but may also lead to a net increase rather than a fall in VAT and other tax revenues."
