CLA statement on David Miliband’s announcement on Voluntary Modulation and the Rural Development Programme Speaking in response to the ministerial statement yesterday by the Environment Secretary, Rt Hon David Miliband MP on voluntary modulation, David Fursdon, President of the CLA said:
"The CLA welcomes this announcement because we can now move forward but we very much regret that full match-funding was not provided.
"The extra funding for agri environment programmes is very welcome and we hope that the extra money will enable much of the pent up demand from land managers around the country to participate in the schemes.
"We hope that this will also facilitate the transition from Countryside Stewardship Schemes and Environmentally Sensitive Area Schemes to the Higher Level Scheme, and enable the continued stewardship of the countryside.
"In light of the fact that the CLA has been pushing for a system to assist the livestock industry in tackling environmental challenges such as the Nitrate Vulnerable Zone Action Plan and the Water Framework Directive, we await with interest further details of the ministers announcement on funding for the livestock industry under axis 1.
"However, the Minister's failure to provide any matchfunding for axis 1 and axis 3 means that insufficient funds may be available to support the wide range of economic diversification activities that the rural economy needs – and the government advocates. In our view, that was a bad decision
"We urge Defra to act quickly now and work with the RDAs to ensure that the programme is up and running as soon as possible."
