Don't Ignore 'Domino Effect' Of Coastal Flooding Says CLA The Country Land and Business Association (CLA) is concerned that the scoring system for prioritising protection of coastal areas will not always pick up the importance of defending coastal rural land in order to prevent sea defence breaches that may reach populated areas inland. At the launch of Defra's strategy for flood and coastal erosion risk management this morning, Environment Minister Elliot Morley gave welcome indication that the scoring system will be reviewed and refined - but the CLA contends this can't happen soon enough for some communities and businesses.
CLA President Mark Hudson said, "The Government have recognised that the consequences of abandoning flood defences can be devastating but it's no use charging the Environment Agency with a 'strategic overview' in assessing flood risk without a matching obligation for it to actively maintain and strengthen coastal defences."The Government's strategy includes pilot schemes to test the effectiveness of grants to help make properties in flood danger zones 'flood resilient' by using methods such as solid floors, raised electricity points, flood gates on doors etc. A second pilot scheme looking at how to offer assistance to people who lose homes due to coastal erosion does not necessarily stretch as far as providing financial compensation. Mark Hudson continued, "The strategy announced today is a small step in the right direction but must be carried through into a determination by Government to maintain hard defences wherever possible, and to work with landowners and other local people to develop effective soft defences elsewhere. "Governments are committed to compensate internationally important habitats where they are threatened by coastal erosion. It may be heresy in the current political climate but we happen to think that people and their rural businesses are as important as birds." 24 March 2005 |
