Queen's Speech brings 'mixed bag' for land managers, says CLA

The CLA today (25 May) said the Queen's Speech brought a "mixed bag" for land managers and farmers.

The Association welcomed the proposed Energy Bill, but warned the proposed Decentralisation and Localism Bill could create more regulation.

 

The CLA said the Energy Bill was a chance for the new Government to greatly improve energy efficiency, and called for the Bill to include:

 

  • A commitment to the Renewable Heat Incentive,
  • Increases in the rates payable under the Feed-In Tariff for small-scale biogas plants and hydro-power, and
  • A floor price for carbon with measures to make the market accessible to carbon removed by land managers.  

The Association also said the Bill should include incentives for energy-saving and insulation which are accessible to private landlords as well as owner-occupiers, and a reform of Ofgem to align more closely with saving carbon.  

 

On the Decentralisation and Localism Bill, the CLA said the risk was creating more red tape around gaining planning permission.

CLA President William Worsley said: "We can see the attraction of devolving powers but we need to ensure that we are not creating a 'Nimby Charter'.

"It is already hard enough for land managers to get planning permission for even the most harmless development in the countryside. We cannot afford for the system to become any more burdensome."

On broadband, CLA urged the Government to ensure rural businesses are not left behind in the roll-out of high-speed broadband. There must be legislation for a Universal Service Obligation for broadband companies to provide two megabits per second (Mbps) to every home in the country by 2012.
