Countryside calls for fair deal on protecting our coastline The Country Land and Business Association (CLA) warns that the formula used by Government to allocate resources to protect our sea defences is storing up huge problems for the future and that the countryside will not accept being given a less than fair deal on coastal defence.
Speaking in London today, in advance of the Government's Foresight Conference opening tomorrow (27 April), which will look at the priorities for flood and coastal defence, CLA President Mark Hudson said: "The Foresight Conference will, no doubt, emphasise the need for tighter management of building in flood plains and look at the arguments for softer defences on our coasts."As people who live in these areas and whose businesses depend on land to manage, landowners are prepared to look at these arguments, but the quid pro quo for our co-operation must be a fair deal for the countryside in decisions to allocate resources for flood and coastal defence schemes. "As the formulae for guiding these decisions are currently calculated, the benefits of protecting our coastal land in particular are underestimated, both in economic and environmental terms, whereas the costs are always shown to be an immediate and heavy burden. "In the Netherlands and Germany, national Governments have a responsibility for maintaining the coastlines and have a more positive approach to sea defences as a result. One wonders whether the map of the Netherlands would be the same if the Dutch had adopted the same passive approach to coastal defence as is now being mooted for large tracts of rural eastern and southern England'. Mark Hudson concluded: 'Once lost, the land is gone forever, and the line of defence is moved further back in an increasingly congested landscape, which may well be costlier to protect in the long term." 26 April 2004 |
