CLA welcomes belated Government consultation on animal disease

A Government consultation on changes to the funding and governance structures for animal health has been welcomed by the CLA.

Spearheaded by Defra, (the Department for Environment, Food and Rural Affairs) the consultation is of particular relevance to keepers of livestock, including keepers of horses. The objective is to achieve a lasting change in the way decisions regarding animal health in England are made, and how animal health is funded.

CLA President Henry Aubrey-Fletcher said: "We welcome this much delayed consultation.  The UK has not had a happy time with animal health in the last decade with the horrors of BSE, two outbreaks of Foot and Mouth disease, bird flu, and the bluetongue virus.

"Meanwhile we currently have a horrifying uncontrolled epidemic of bovine tuberculosis which the Government is not gripping.  In this context the CLA is strongly in favour of looking to see if we can create a new body to bring together the main parties needed to combat animal disease, and do it better.

"We will study these proposals closely.  It is vital to get right the details of the structure and operation of the new body if we are to restore lost confidence and trust between the parties."

The CLA President added: "We acknowledge that the Government insists that cost sharing should be part of the debate, and is being pushed this way by the EU.

"However the industry already shoulders a major part of the cost of dealing with animal disease outbreaks, and we feel that many costs are arbitrarily and unnecessarily imposed. We must first get better control over the costs before we start talking about increasing further the cost share borne by the industry."
