New report highlights lack of understanding by Defra, says CLA The National Audit Office report published on the 4 March on biosecurity and bovine TB showed a disappointing depth of knowledge from those producing it, the CLA said today (Friday, 6 March). CLA President Henry Aubrey-Fletcher said: "Defra has been asked to impose 'agreed national standards' in biosecurity, yet the recent Environment, Food and Rural Affairs committee reported that we still do not know which biosecurity measures work and are cost effective."
The CLA President also noted that the report shows that while Defra has been working towards Cost and Responsibility sharing since at least 2006, it still does not have the sufficiently robust financial or performance information to run a transparent and fair cost-sharing scheme.
He said: "Until these systems in place, all Defra can implement is 'cost dumping' on the industry, rather than the full sharing of costs and responsibilities which could reduce costs to both industry and the tax payer.
"Elsewhere in the report, CLA welcomes the fact that it covers honey bees and helps to bring them into the main stream of food production."
