CLA says ‘uncertainty’ in draft Marine Bill leaves coastal access plans all at sea

The CLA today (Thursday, 3 April 2008) attacked the compulsory nature of the Government's proposals in the draft Marine Bill which would enforce the creation of a route around England's entire coastline.

After studying the detail of the draft Bill, The Country Land and Business Association said the plans would:

 

  • CREATE uncertainty about routes for walkers as not enough cash is being set aside to properly fund the project,
  • CAUSE many landowners to be liable for everyday activity on their land, such as ploughing or the actions of livestock, and
  • REMOVE the right for people with land to appeal against routes when circumstances change unexpectedly - such as would happen if the number of visitors increased exponentially.

 

CLA Vice-President Harry Cotterell said: "The detail of this draft Bill shows that far from creating greater certainty as was promised, Defra has fudged its plans in a way that will be very unhelpful to walkers and landowners alike.

 

"While the project has funding for 10 years, the legislation would live on indefinitely creating a headache for landowners and local authorities for decades to come. Furthermore, walkers seeking unblemished coastline would find it littered with signposts."

 

He added: "The detail of the draft Bill has not changed the CLA's view that the proposals are inadequate and must be improved before the Bill becomes law."
