Rural Payments Agency review has been too long coming, says CLA

Defra's announcement that there will be a review of the Rural Payments Agency (RPA) could make farmers' lives easier - but has been too long coming, the CLA said today (Wednesday, 2 September).

CLA President Henry Aubrey-Fletcher said: "The RPA got off to a disastrous start with the Single Payment Scheme (SPS) so we are pleased there is to be a review of the Agency.

 

"English farmers have been in the hands of one of the worst agencies in the UK and one that is among the slowest in the EU in making SPS payments, something that has been rightly criticised by the Environment, Food and Rural Affairs Select Committee.

 

"Matters have got a lot better since Tony Cooper took over as chief executive. He and his senior team deserve credit for that, but they were starting from a very low base."

 

The CLA President added: "It is vital the review is widely cast and examines a range of issues such as the administration of SPS and the multitude of inspections that currently occur.

 

"The review must also examine the relationships between the RPA and other organisations such as Natural England, the Environment Agency and local authorities in terms of how RPA decisions can affect work in other areas such as agri-environment schemes.

 

"One such example would be the recent update to the Rural Land Register which has only added to the administration burden of both SPS and other schemes for farmers and the agencies involved and has left the CLA questioning the timing of the update.

 

"The CLA will be submitting evidence to the review."
