Many decisions affecting landowners are taken in Brussels, not least the Common Agricultural Policy (CAP). The CLA works with our sister organisation, the European Landowners Organization (ELO) to advise and lobby the EU Commission and European MPs on the issues which affect our members.

The ELO is committed to promoting a sustainable and prosperous countryside and to increasing awareness relating to environmental and agricultural issues.

This page is designed to provide information on CLA activity in the field of EU policy and relevant events.

CAP Timetable and Budget

MEPs in the European Parliament Agriculture Committee (COMAGRI) have confirmed that the Parliament will delay its final position on CAP reform until the EU budget for 2014-2020 has been decided. In a debate with the Budget Committee, COMAGRI MEPs said they must know the level of budgetary resources available when they decide how to reform the policy. The Budget Committee had been expected to announce its position on the CAP Budget this autumn, but it now appears unlikely this year as budgetary negotiations are unlikely to be completed before a December summit of member states where they were intended to be signed. As a result doubts are starting to emerge about the timely implementation of CAP reform post-2013. Jim Paice MP, Defra Minister of State for Agriculture and Food has suggested that the start date for the new CAP is likely to be put back to 2015 in order to allow enough time for the implementing regulations to be developed and for paying agencies to set up their systems.

Solicitors Indemnity Fund . Solicitors in the CLA Legal Team are not covered by the Solicitors Indemnity Fund in relation to professional negligence in relation to any advice given by them.
