FARMERS FREE TO RECYCLE MOTORWAYS AS ENVIRONMENT AGENCY BACKS DOWN Farmers and landowners who save millions of tonnes of motorway and road planings from being dumped in landfill sites to repair their farm tracks will no longer be forced to pay for a £546 licence and then £412 a year for their contribution to the environment.
Following a successful campaign by the Country Land and Business Association (CLA), the Environment Agency has agreed that farmers can bring up to 150t of asphalt planings on to their farms without charge, provided they have sought permission. The Environment Agency considered submissions from all parts of the country, compiled by the CLA. In a statement it said: "The level of regulation was too strict and the fee involved so disproportionate that it actually discouraged recycling." CLA Yorkshire director Dorothy Fairburn said that farmers who had already paid the charges would not be able to claim back their money, but they would benefit from the change in charging policy for years to come. "It's a victory for common sense. Many farmers have been using road planings without problems for years and it's a really good way of recycling materials." |

A farmer’s daughter from the North York Moors, where her brothers still farm, Dorothy has clocked up more than 30 years’ service to the rural economy since graduating from Wye College (University of London) with a degree in agriculture. She qualified as a rural practice chartered surveyor (land agent) whilst working for Savills plc in London and York, dealing with sales and purchases of country houses and estates as well as the management of investment estates for financial institutions. Prior to joining the CLA, Dorothy worked for the National Trust in Yorkshire. There she managed some 30,000 acres of outstanding countryside as well as being responsible for historic houses open to the public and the acquisition of major new properties.
