Glastir & Dual Use The CLA recently met Elin Jones, AM Minister for Rural Affairs, to discuss the confusion over the interpretation of EU rules which prevents WAG from paying single payment to one person and agri environment scheme payments to another person in respect of the same piece of land (dual use).
The CLA is concerned at the impact this will have on both farm businesses and the amount of land entering environmental management in the future. Also it goes against the grain of flexible and expanding farms' development for the future.
Land Managers were presented with an impossible decision as the deadline expired on 30 November 2009 for them to enter any transitional arrangements for their agri-environment schemes to avoid a gap between the end of the current agreement and the start of the all-in-one new Scheme – Glastir.
We will continue to seek solutions through our involvement in the Stakeholders' meetings.
We have also raised the issue with Clive Bates, WAG Director General Sustainable Futures.
2. CADW CLA met the Director of CADW on 20 November to discuss heritage matters. CLA will be lobbying, and Cadw will be briefing the Minister on the two separate problems we identified on the agri-environment schemes (the dual claim problem, and the non-prioritisation of the historic environment in the objectives).
3. CCW – Biannual Liaison Meeting CLA, together with the Unions met CCW on 19 November 2009. Among items discussed were Glastir and Dual Use, the Severn Barrage, SSSIs, and Better Woodlands Wales – Small Woods Scheme.
CCW also demonstrated various remote sensing capabilities. Satellite imagery. Aerial photography, infra-red imagery and the use of UAVs. Sward height, crop condition, canopy health etc can all be measured and monitored remotely. The outcome is that technology can now detect almost anything.
4. Ninth Wales Economic Summit CLA attended the Ninth Wales Economic Summit held on 03 December 200 in Aberystwyth. The discussions showed that there are tentative signs of recovery in the economy. CLA raised the issue of the impediments of empty property relief and also FHL, urging the First Minster to lobby the Treasury to address the reversal of their decision to remove FHL relief.
