CLA tackles Energy Bill with Huhne during Hampshire visitThe CLA highlighted practical measures to ensure The Energy Bill benefits the rural economy during a meeting with Energy and Climate Change Secretary Chris Huhne last week in Hampshire. Among many issues discussed CLA members from around the South East voiced concerns to the Minister about a proposed ban after 2018 on the letting of historic, and therefore "hard-to-heat", property. Mr Huhne reassured CLA members that the costs to raise a property to the necessary energy rating would be fully-funded. CLA South East Regional Director Rupert Ashby said: "Owners of rural property want to do their best to reduce carbon and deliver comfort to their tenants, but many old buildings are simply not capable of meeting the necessary energy ratings at an affordable cost. "We were pleased to hear the reassurances about funding from Chris Huhne. However we fear that costly measures might still not secure an acceptable rating for a property, and this will set a precedent requiring owners to jump through hoops to keep historic buildings in the letting market. Historic buildings represent an essential and desirable stock of housing and business space, and a pragmatic approach needs to be taken to their energy efficiency." Other subjects under discussion included small-scale anaerobic digestion plants and solar energy. The CLA stressed that the tariffs paid for the energy these carbon-busting installations produce should be viable. The CLA also pushed for practical, affordable ways for small-scale producers of renewable energy to contribute their surplus energy to district networks for a reasonable return. |
