National Park status unsuitable for South Downs, says CLANational Park status will provide few benefits for the South Downs and could harm rural businesses, warned the CLA. On Friday 28 November the Planning Inspectorate delivered the South Downs National Park Inquiry Inspector's report to the Secretary of State at DEFRA. The CLA points out that the South Downs is a dynamic, working landscape which has been sustained by agriculture, forestry and rural businesses. The National Park Authority's policies which emphasise tourism and public access, relating to planning in particular, can stifle inward investment and the profitability of agriculture and other rural businesses. Housing and business development policies are restrictive and house prices can be distorted, which forces local people out of the housing market, including those working within the National Park. "If the rural economy is stifled, then its economic and social identity disappears as does its contribution to the environment and protecting the landscape," said CLA South East regional director Rupert Ashby. "The term 'National Park' conjures up a fundamentally misleading image for the public and interest groups. The public remain largely unaware that at least 60 percent of the land within the proposed National Park is privately owned, so those who think the status implies unfettered access and recreation are being misled. The concept of UK National Parks has also failed to conserve biodiversity and the environment, so we are yet to be convinced that National Park status will benefit the South Downs." |
