High Speed Two – London to Birmingham High Speed RailwayIn January 2009 the Government set up a company - High Speed Two (HS2 Ltd) this company was tasked with developing proposals for a new high speed rail line between London and the West Midlands. It has also been asked to consider the case for branching the line in a "Y" shape to serve Manchester, Liverpool and Glasgow on the West and the East Midlands towns, Sheffield, Leeds, Newcastle and Edinburgh on the East.
HS2 Ltd submitted its report to the Government in December 2009. On 11 March 2010 the Department for Transport published its response in a Command Paper - High Speed Rail. This document sets out the Government's assessment of the case for a high speed rail network, and contains the Government's preferred route option a high speed line between London and the West Midlands.
HS2 Ltd is now carrying out further work on specific aspects of the recommended route in readiness for a formal public consultation in the autumn of 2010. The public consultation will cover three issues:-
· HS2 Ltd's detailed recommendations for a high speed line from London to the West Midlands · The strategic case for high speed rail in the UK · The Government's proposed strategy for an initial core high speed rail network.
Alongside this, HS2 Ltd will also develop detailed plans for extensions to Manchester and Leeds for public consultation.
On the 11 March 2010 a consultation paper was published on an Exceptional Hardship Scheme designed to protect the interests of residential owner occupiers of properties which may be affected by the preferred route, but are not protected by Statutory Blight. The Consultation runs until 20 May 2010. We at the CLA will study this document and respond accordingly.
The published time table for the London to Birmingham high speed rail is as follows:-
