Consultant required to manage Leader applications

The North Wessex Downs has been successful in attracting £2.5 million of Leader funding from 2008-2013 to deliver a range of rural projects, and is recruiting a leader programme management team. A consultant is required to process applications received until the Leader programme management team is in post. The role will run from January to April 2009.

Responsibilities

  • Manage the development and implementation of the Local Development Strategy of the North Wessex Downs Local Action Group in order to achieve the agreed aims & objectives.
  • Manage the programme budgets, with accountability for public funding from the EU, SWRDA and DEFRA via SEEDA and financial responsibility for budget preparation, budgetary control and the monitoring of match funding contributions.
  • Manage the programme in a manner consistent with relevant legislation and guidelines ensuring best use of resources and value for money.
  • Ensure that the applicants are well supported to develop ideas into well constructed projects that address issues identified in the LEADER Local  Development Strategy and that forecast programme spend is achieved.
  • Manage the appraisal process for potential projects in the programme.
  • Provide quarterly activity and financial summaries.
  • Undertake project monitoring visits.
  • Undertake effective budget management and financial reporting procedures, including the maintenance and management of project files in order to meet audit and programme requirements. 
  • Accurately maintain and update the SEEDA project database.
  • Develop and oversee the implementation of publicity to raise awareness of New Leader and ensure good take up of Programme funds.

 

Conditions

Office, telephone and IT is available in the North Wessex Downs AONB office near Hungerford.  The consultancfy could be undertaken from hoem with regular reporting to Fiona Newcombe

 

Timings

It is anticipated that the consultant would spend approxiomately 2 days a week on managing the Leader applications. Flexibility may be required, and the consultant would be paid on a daily rate for an agreed set of days.
