"Never has so much been spent on so few...." Following the National Audit Office (NAO) report into Right of Access to Open Countryside (9 June 2006), a Statement by Rupert Ashby, South East regional director of the Country Land & Business Association (CLA) "Never has so much been spent on so few - so let's not make the same mistake with the coastal access project by giving people a blanket right that will fail to encourage more, and new, people to get out and enjoy the countryside.
"As the report states, it's too early to measure take-up and assess the effect on vulnerable sites and land management practices, so why on earth are they ploughing on with recommendations for improving coastal access when we don't know how successful this new right of access has been? We would suggest, as wasn't done here, that they undertake pilot projects to test the options to work out the optimum solution.
"To fulfil the diversity and health agendas - which the other side of the Countryside Agency seems to be promoting - it's obvious that these blanket rights do not lead to new people visiting which is what we want for our rural businesses and for the public. The report states that unless visitors have access to a car, then only 20% of access land is available by public transport which is obviously not meeting the needs of the wider public." |
