The Tide is High: CLA issues water policy challenge to Government

The CLA has today (16 December) launched The Tide is High – a paper spelling out the Association's vision for water policy.

Covering water resource, quality and flood and coastal defence, the paper challenges the Government to put in place the right water policies for the rural economy.

CLA President William Worsley said: "This is a key policy publication because it draws together what needs to be done by the Government to allow improvements to water resources and water quality, and to tackle the growing issue of flood and coastal defence, particularly through local solutions involving land managers.

 

"We are asking the Government to take into account our arguments and vision for the future of water in England and Wales when forming policy."  

 

On water resource, the CLA urges land managers to capture and use water more efficiently and calls for them to be supported and rewarded for delivering and managing sustainable supplies of water. The Government is asked to provide the policy framework, research and other supports needed to make this happen.

 

On water quality, the Association calls for the Government to combat water pollution by making a clear scientific and economic case for the quality standards imposed by the Nitrates and Water Framework Directives. The CLA also suggests incentives rather than regulation as the most effective way of getting land managers to tackle diffuse pollution of water.

 

With flood and coastal defence, the CLA suggests protecting good agricultural land for food production, rather than surrendering it to water, and empowering communities to develop local solutions. Key to this is getting the Government's backing for land managers' work in flood alleviation and coastal defence.

 

 

Douglas Chalmers, Director CLA North said: "In the North West, water brings both tremendous opportunities and worrying threats for owners and managers of land. In Cumbria and Lancashire we have examples of good productive farmland under threat of being flooded or given up to the sea.

 

"Of course we can provide many benefits for society in general, but in return there must be acceptance and appreciation of how we use land and what the best use of land is.

 

"Our land managers must be supported, for decisions made now will affect generations to come."

Douglas is from an Aberdeenshire farming family and trained as an animal nutritionist after graduating from the University of Aberdeen.

He held technical and management positions in the agricultural supply industry for 20 years prior to joining the CLA in 2001 as North West Regional Director. He is a Governor of Myerscough College and a member of Cumbria Local Access Forum. He was previously Chairman of Cumbria Fells & Dales RDPE Local Action Group and Vice Chairman of the North West Rural Affairs Forum.

Douglas and his wife own a small farm near Appleby-in-Westmorland keeping Herdwick sheep and free-range poultry, and where he has helped his wife to form Learning Fields, a Community Interest Company and care farming enterprise offering educational and environmental activities. He is also a member of Eden Time Bank.
