Affordable rural housing is vital, says CLA West Midlands

According to rural economy experts the CLA, the inadequate provision of rural housing is making it difficult for people to afford to stay in the communities where they grew up, and is frustrating the ability of the rural economy to serve the needs of the countryside and the country as a whole.

The rural membership body has spoken out following an independent study commissioned by Government Office for the West Midlands to assess and identify the potential capacity for additional housing numbers in the West Midlands. The report, published this week, (7 October) concluded that it is possible to deliver higher levels of housing without undermining the urban renaissance strategy for the region.

CLA West Midlands Director Caroline Bedell said: "Farm sites and farm buildings offer a real solution to the housing crisis in rural areas and re-classifying these from green to brownfield sites to make them available for both market and affordable housing is crucial.

 "Private landowners can provide genuine solutions to the affordable rural housing problem. Historically, however, these solutions have not been economically viable. We believe tax incentives for private landowners would lead to a real increase in the amount of land coming forward for affordable housing.

 "You can't provide housing without the involvement of a landowner. The CLA will be happy to find ways in which landowners can play their part without losing some benefit from the land that they have made available.

 The rural business leader added: "If we only focus development on urban areas, we sacrifice the social viability of our rural communities within the West Midlands region. The countryside should not be considered a sterile and unchanging visitor attraction.

 "There needs to be housing and well paid employment for people.  Our vision is of a dynamic, evolving countryside where communities, enterprise and land management move forward in balance."
