Land Use and Planning8 February 2006 At the February meeting of the CLA London Branch, held at the Portman Street offices of sponsors Cluttons, a full house listened to CLA Chief Economist & Head of Land Use, Professor Allan Buckwell and CPRE Head of Policy, Tom Oliver discuss land use and planning. Allan Buckwell focused on the increasing pressures and tensions over land use in Britain. He explained that we do not yet have minute planning control over all aspects of land use, yet public policies are very important in how we deal with what he referred to as the battlefield over land. Over the major land use issues, land managers are confronted with controversy and unclear signals. A key concern is that the main land-using activities, farming and forestry, are low margin businesses and yet society wants land to supply a good deal more too. People want cultural landscape, land for recreation, biodiversity, carbon sequestration, energy substitution and flood protection - for most of which land managers are not rewarded through markets. A key issue society has to face, therefore, is how to arrange for payment for these services. How our land is used in the next couple of decades will very largely be determined by the outcome of policy decisions in a wide range of areas. Hence, the need for a strong, well-staffed representative organisation to lobby wherever and whenever necessary. Tom Oliver developed a number of these themes. He emphasised the importance of planning for the future of the countryside and the fundamental importance of evidence to inform decisions relating to the housing market. He stressed the need for affordable housing and employment in rural areas, with the accent on land-based employment. He also discussed the effects of climate change on the countryside, food security issues and the importance of land management. There was a wide range of questions and debate from the floor. |

Solicitors Indemnity Fund . Solicitors in the CLA Legal Team are not covered by the Solicitors Indemnity Fund in relation to professional negligence in relation to any advice given by them.
